This guide provides information on duties and taxes, labelling regulations and other country-specific export requirements for the Cambodian market as well as some brief market information.
Unless an exemption has been granted by Wine Australia, grape products exported from Australia must comply with the Food Standards Code. Accordingly, the labelling and wine standards information in Wine Australia’s Export Market Guides should be read in conjunction with Wine Australia’s Licensing and Compliance Guide which contains the requirements of the Food Standards Code and applicable exemptions.
Cambodia is member of the Association of Southeast Asian Nations (ASEAN) and a minor export market for Australian wine. Nevertheless, recent growth in Australian exports combined with the booming tourist economy and the outcomes of ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA) suggests future opportunities for this small market.
Regulatory environment
The Cambodian Ministry of Commerce is responsible for administering Cambodian Standard CS 001:2000 on the Labelling of Food Product. Cambodia appears to have adopted the ASEAN Common Principles and Requirements for the Labelling of Prepackaged Food through Cambodian Standard CS 085:2011. The General Department of Customs and Excise of Cambodia is responsible for the import process and collection of duties and taxes on imported products.
Cambodia is in the process of drafting an overarching Food Safety Law which was expected to be finalised by the end of 2019. As yet, no confirmation of completion or entry into force date has been set. The Ministry of Commerce has stated their wish to have the law enacted in 2021. The Ministry of Health is also considering a draft Alcohol Law.
ASEAN is in the process of harmonising its food safety standards under a Food Control Regulatory Framework including the adoption of common principles for food labelling and harmonised limits for food additives and MRLs. Codex standards are the agreed benchmark for the development of national standards. Cambodia appears to have adopted some of these standards and is in the process of implementing the remaining standards.
